сравнительной степени стоят слова the... the, например:

The more dangerous it is, the more I like it. - Чем опаснее это становится, тем больше мне это нравится.

предложениях с такой конструкцией сказуемое может отсутствовать, например:

The narrower the mind, the broader the statement. - Чем уже мышление, тем пространнее высказывание.
Кроме того, прилагательных или наречий в сравнительной степени в этой конструкции может быть больше, чем два, например:
The higher the temperature, the lower the pressure, the less time is required. - Чем выше температура, чем ниже давление, тем меньше требуется времени.

Hard означает "трудный, тяжелый для чего-либо (например, для выполнения,

что требующее усилий (физических или психологических). Может быть как прилагательным, так и наречием.
Например:
Hard work will pay off.(hard-трудный, тяжёлый,усердный, упорный)
Упорная работа потом воздастся.
It's hard to know what to do.(hard- усердно, тяжело -наречие)
Трудно знать, что делать.
Jane tried hard to improve herself.
Джейн сильно старалась совершенствоваться.

One can assume that in the second/third sentence the adverb well is used, but this is wrong – well can be an adjective (meaning fit/healthy), or an adverb of the adjective good.
