In 1975 he graduated from the Far Eastern Polytechnic Institute
with a degree in civil engineering. Candidate of Economic Sciences.
After
graduation he was assigned to work in construction management "Gokstroy" of VilyuiGESstroi USSR Ministry of Energy. Since then, the whole working career of Shtyrov associated with Yakutia.From 1975 to 1986 he worked as a foreman, superintendent, chief of a building site № 3, deputy chief engineer, deputy chief of the Office for the production of construction "Gokstroy" of VilyuiGESstroi USSR Ministry of Energy.

From 1992 to December 1994, he
combined the duties of Vice-President and Prime Minister of the Republic of Sakha (Yakutia).From August 10, 1995, President Joint Stock Company "Diamonds of Russia-Sakha"
From 1996 to 2002 - President of "ALROSA".
